There are several countries in the world that has announced the right to internet access as a basic right. Talking about India, Kerala is all the set to become the first state to do the same
Kerala, the most knowledgeable state in India has just declared access of internet as a basic right for every citizen like food, education and water. The state which already has a healthy internet perception aims to make it accessible to everyone.
Mr. Isaac (Minister of Finance of the Indian state of Kerala) said, it is estimated that upto 2018, almost all government industries will become IT based. Thus the right to basic internet facility will become a prerequisite for providing civic services universally through the electronic medium.
In the increasingly digital age, the government of Kerala has understood that digitization and e-Government, then access to internet is absolutely essential.
With this declaration about 20 lakhs families will get free internet
Govt. has announced plans to provide free basic internet connection to 20 lakhs poor families and at subsidized rate to other, across the state and plans to extend broad connectivity to every household in the state.
The project, named K – FON, has been announced, the government is planning to lay optical fiber cables just next to KSEB (Kerala state Electricity Board), all across the state.
M Sivasankar, secretary, department of electronic and information technology said, the government wants to implement broadband to individual household and Wi-Fi hotspots in public areas through an optic fiber network to be established parallel to the distribution network of the KSEB.
The so – called K – FON is expected to be completed in 18 months with the budget of RS. 1,000 crore. Schemes like Akshaya centers, Janasevana Kendra’s, public place, libraries across the state have already made basic internet service available to citizens, the K – FON aims to take it to next level.
Kerala is the state with the highest literacy rate, and the government has understood and recognized the importance of internet access in time when everything, including governance is going to digital.
Moreover, Mr. Isaac said that the state would provide easy access to both government and non – government service through computer and mobile phone.
How this will affect the economy of Kerala?
Kerala’s the thirteenth – largest economy among India’s 29 states, but is remote from India’s centers of business and government and has grown slower than other state. These new creativity are so hoped to boost the state’s economy as well as connect citizens with government service.
